Interesting Frisco TX Growth Update!

I remember when Frisco, TX was the place people went bird hunting.  It was a few small communities and a hodge-podge of ranches; one famous and a few infamous.....  When I moved here from Plano the population was around 28,000 - when the EDC was formed the population was about 6,000!

Everyone knows Frisco's growth has been record breaking, but is our potential fully realized?  

Having attended a development round-table earlier this week, I am delighted to share a few "Frisco Facts," of which I was reminded or only just learned:

  • Frisco ISD has remained the fastest growing in TX (and in the top of the nation) for 12 consecutive years
  • Frisco ISD has more Exemplary Rated Schools than any district in TX
  • Frisco ISD is about 68% built-out (between development, parks, etc)
  • The city of Frisco is approximately 50% built-out
  • 3 land owners retain the majority of the undeveloped land (over 60%)
  • Frisco boasts appox 1,400-acres of developed park land & 56 miles of hike & bike trails (& growing)
  • Frisco owns approx 750 undeveloped park lands
  • Stonebrook Parkway... will not be opening as quick as most believed - between crossing a Flood Plain & Rail Road, we are looking less at months & more towards years

Congratulations to both Frisco & McKinney!  Seems the rest of the nation is learning what we already know...

School Rating System Changes! - Say it isn't so!

TEA finally made the change to the new rating system.  How does the new system stack up?


New 2013 School Accountability Ratings

  • MS* = Met Standard with one or more Distinctions
  • MS = Met Standard
  • MAS = Met Alternative Standard
  • IR = Improvement Required

The Texas Education Agency has released the 2013 state accountability system ratings for school districts throughout Texas. Districts receive one of three ratings under the new accountability system: Met Standard, Met Alternative Standard, or Improvement Required. The MS* denotes that the campus received Met Standard rating plus distinctions under the 2013 state accountability system.

The Distinction designations recognize outstanding academic achievement in reading, English language arts and mathematics on various indicators of postsecondary readiness. Campuses that receive an accountability rating of Met Standard are eligible for Distinction designations in 2013. The individual Distinction designations are listed on the TEA website.​

Update on the Dallas Cowboy's Stadium & changes coming to Frisco!

  • Location is northwest corner of Dallas North Tollway and Warren Parkway.
  • Development will include an indoor stadium, plaza, restaurants, Cowboys headquarters, retail, office buildings, and hotels.
  • There will be 1.71 million square feet of space, including two hotels with 450 rooms.
  • This is an optimal site because there is $4.5 million in retail within one square mile.
  • An adjacent 250 acres has been sold to the development for a total of around 350 acres in the entire project.
  • The Cowboys will be the signature tenant on the 350 acres.
  • The sports facility portion is 20 acres and is comprised of an indoor stadium, outdoor fields, parking, and Cowboys offices.
  • The City of Frisco is donating 91.645 acres plus $30 million.  No increase in property or sales tax is required.
  • Frisco ISD already had $30 million budgeted for the construction of a new stadium.
  • FISD gets first right to the indoor stadium on Friday and Saturday nights.
  • The Cowboys are responsible for 100% of the field maintenance.
  • The stadium budget is $90 million and the stadium will be owned by the City of Frisco.
  • The development is expected to pay Frisco up to $1.26 billion in cumulative taxes.
  • Plans will be drawn up over the next 9-12 months and construction to begin August 2014.
  • All overruns will be paid by Blue Star Development (Cowboys).
  • The Cowboys want to be in their facility for 2016 training camp.
  • Warren Parkway will be widened by two more lanes (inside lanes added).
  • Lebanon Road is also expected to be widened by two more lanes (inside lanes added).
  • Dallas Parkway (North Dallas Tollway service road) will be widened by one lane from Lebanon Road south to State Highway 121/Sam Rayburn Tollway.

  • The median price of existing single-family homes increased +4.3% vs Mar-2011.
  • Median price remains +9.1% higher vs Apr-2010. 
  • Existing single-family home sales increased +19.2% from Mar-2011 for a total of 161.  However, sales are -21.7% lower than Apr-2010.

New Changes to the Expanded First Time Homebuyer Tax Credit

Nov 2009 - First Time Homebuyer Tax Credit Expansion!

As part of its plan to stimulate the U.S. housing market and address the economic challenges facing our nation, Congress has passed new legislation that:

  • Extends the First-Time Home Buyer Tax Credit of up to $8,000 to first-time home buyers until April 30, 2010.
  • Expands the credit to grant a $6,500 credit to current home owners purchasing a new or existing home between the date the bill is signed by President Obama and April 30, 2010.

Here is more information about how the Extended Home Buyer Tax Credit can help prospective home buyers become part of the American dream. 

Who Qualifies for the Extended Credit?

  • First-time home buyers who purchase homes between the date the bill is signed by President Obama and April 30, 2010.
  • Current home owners purchasing a home between the date the bill is signed by President Obama and April 30, 2010, who have used the home being sold or vacated as a principal residence for five consecutive years within the last eight.

To qualify as a “first-time home buyer” the purchaser or his/her spouse may not have owned a residence during the three years prior to the purchase.

Which Properties Are Ellgibile?

The Extended Home Buyer Tax Credit may be applied to primary residences, including: single-family homes, condos, townhomes, and co-ops.

How Much is Available?

The maximum allowable credit for first-time home buyers is $8,000.

The maximum credit allowed for current homeowners is $6,500.

How is a Buyer's Credit Amount Determined?

Each home buyer’s tax credit is determined by tow additional factors:

  1. The price of the home.
  2. The buyer's income.

Price

Under the Extended Home Buyer Tax Credit, credit may only be awarded on homes purchased for $800,000 or less.

Buyer Income

Under the Extended Home Buyer Tax Credit which is effective on the date the bill is signed by President Obama single buyers with incomes up to $125,000 and married couples with incomes up to $225,000—may receive the maximum tax credit.

These income limits have changed from the 2009 First-Time Home Buyer Tax Credit limits.

If the Buyer(s)' Income Exceeds These Limits, can He/She Still Get a Credit?

Yes, some buyers may still be eligible for the credit.

The credit decreases for buyers who earn between $125,000 and $145,000 for single buyers and between $225,000 and $245,000 for home buyers filing jointly. The amount of the tax credit decreases as his/her income approaches the maximum limit. Home buyers earning more than the maximum qualifying income—over $145,000 for singles and over $245,000 for couples are not eligible for the credit.

Can a Buyer Still Qualify If He/She Closes After April 30, 2010?

Under the Extended Home Buyer Tax Credit, as long as a written binding contract to purchase is in effect on April 30, 2010, the purchaser will have until July 1, 2010 to close.

Will the Tax Credit Need to be Repaid?

No. The buyer does not need to repay the tax credit, if he/she occupies the home for three years or more. However, if the property is sold during this three-year period, the full amount credit will be recouped on the sale.

Dallas-Fort Worth has lowest risk for home-price declines

The latest home price risk forecast shows that Dallas-Fort Worth is overall the safest place in the country for stable home values.

The latest report by mortgage insurance company PMI Group ranked the D-FW area dead last among the 50 cities it rates for possible declines in home prices.

That means PMI is betting there is less than a 1 percent chance that average home prices here will be lower two years from now.

PMI's summer 2008 risk ranking for D-FW is similar to the insurance company's previous studies.

As in other PMI reports, the U.S. cities with the biggest run-up in home prices in recent years are at the greatest risk for losses.

During the last year, some markets have seen a significant increase in the number of existing single-family homes for sale, PMI chief economist David Berson said in the report.

"Given the magnitude of the inventory overhang, we expect national home price declines to continue into at least 2009," Mr. Berson said.

In North Texas, however, the number of pre-owned homes listed for sale has declined during the last year.

Although PMI Group's report about D-FW home prices should be encouraging, Mr. Berson said that doesn't mean there won't be short-term declines in values.

"It is also an average for a metropolitan area, so individual neighborhoods and houses could behave differently," he said, perhaps considerably so.
